Discussion and Consideration of a Temporary Service Agreement and Memorandum of Understanding with Neutron Holdings, Inc., DBA Lime, regarding the use of Mobility Device Sharing Services within Edmond, Oklahoma.
The City of Edmond and the University of Central Oklahoma were contacted by companies providing electric scooters to use as means of travel in and around the campus and other areas of the city. Lime has met with the City and University and is proposing this temporary agreement as a test period for the use of the devices.
The agreement will allow Lime to place 150 scooters for a period of one (1) year. The scooters will be maintained and serviced by Lime, including the locating staging areas in a manner that meets all codes of the City. Lime assumes the liability with the operation of the system.
The scooters are rented by the trip, allowing the users to leave the scooter at the end of their journey to be used by another person. Lime will ensure the scooters are charged and re-stationed daily. As patterns of use are determined, Lime will adjust the numbers and location of the scooters accordingly. Many cities have seen the use of scooters and other mobility devices increase in the past year. Typically, the scooters are used in urban areas and on college campuses.
The City of Edmond has no specific ordinances related to the operation of mobility devices such as scooters.
Upon approval, for a period of one (1) year.
Staff recommends approval.
