Notice: The Mayor and members of the City Council will gather prior to the regular meeting in the Planning and Public Works Building, Room #104 beginning at 4:45 p.m. this time for dinner. No City Council business will be discussed or acted upon at this time. This is an informal gathering and members of the public and press are welcome to attend. Meals will only be provided to the City Council and staff.

1.   Approval of Supplemental Appropriation from the Park Tax Fund for repairs to south side lift stations at Arcadia Lake of $70,000 and mechanical equipment needed for Pelican Bay repairs of $42,000; $112,000.
 
2.   Approve a Supplemental Appropriation to cover additional expenses associated with the final payment for the Downtown Drainage Improvement project and for adding ADA improvements and streetlighting contract coordination to the ITS design services contract; $133,000.
 
3.   Approval of a Supplemental Appropriation to increase the expense for maintenance costs for the Competition Pool; $80,000.
 
4.   Approval of Transfer of Appropriation for Information Technology; $25,000.
 
5.   Consideration of Acceptance of Final Plat, Improvements and Maintenance Bonds for Cottage Grove Section 2 and Cottage Grove Section 3.
 
6.   Approval of a Right of Access Agreement between the City of Edmond and the Board of County Commissioners of Oklahoma County for the purpose of stockpiling road construction/maintenance material and for the processing of tree limb debris on the property owned by the City of Edmond.
 
7.   Approval of an Inter-local Agreement between the Board of County Commissioners of Oklahoma County and the City of Edmond to reconstruct, improve, repair and maintain certain city streets in the City of Edmond.
 
B.   Consideration of Ordinances and Resolutions:
 
1.   Receive Public Comment and Approval of Resolution No. _______ approving the Financial Plan of the Various Edmond Funds for FY 19-20: 1) General Fund, 2) Special Revenue Funds, 3) Capital Outlay Funds, and 4) Internal Service Funds.
 
C.   Approval of Purchases:
 
1.   Acceptance of Proposal for the HUD required Assessment of Fair Housing for the City of Edmond to Western Economic Services, LLC in the amount of $39,780.
 
2.   Approval of an Inter-Local Agreement between the Board of County Commissioners of Oklahoma County and the City of Edmond for rural mowing and weed control maintenance of section line road right-of-ways; $50,000.
 
3.   Approval of increased authorization with the Young Men's Christian Association of Greater Oklahoma City (YMCA) relating to the maintenance costs for the Competition Pool; $80,000.
 
4.   Approval of Change Order No. 1 to the Construction Contract with Crossland Heavy Contractors for the Edmond Downtown Streetscape and Drainage Improvements Project; $262,900.98 Increase.
 
5.   Approval of a contract amendment with HSE architects for the downtown Street Lighting project; $6,800.
 
6.   Approval of budgeted funds for Operating Expenditures for the Guthrie/Edmond Regional Airport (April 2019); $9,248.46.
 
7.   Approval of Engagement Letter for Professional Accounting Services and preparation of Annual Financial Statements to be performed by Crawford & Associates, P.C.; $82,500.
 
8.   Approval of the Engagement Letter from Arledge and Associates, P.C. to provide audit services of the City’s FY 18-19 Financial Statements; proposed fee of $79,000.
