Approval of Professional Services Contract Amendment No. 2 with Carollo Engineers Inc for the Arcadia Lake Water Treatment Plant Expansion Project; $4,455,000.
Background
In 2009, Edmond performed a sustainable yield study on Arcadia Lake that indicated more water is available for use from the lake than anticipated prior to its construction. In February, 2014, the Edmond acquired additional water rights in Arcadia Lake to increase the allowable use from 4.1 billion gallons per year to 6.5 billion gallons per year.

The 2013 Water and Wastewater Master Plan recommended that Edmond immediately expand the capacity of the Arcadia Lake Water Treatment Plant to utilize local water and maximize long-term savings by not purchasing water for peak day or base loading.  With the increased water rights in Arcadia Lake and changes in the wholesale water rate structure of water Edmond purchases, it is financially advantageous to expand the water treatment plant as soon as possible.

The existing water treatment plant is capable of treating 12 million gallons of water per day (MGD) with a maximum sustainable net production rate of 10.5 MGD.  With the current plant capacity, only about 2.3 billion gallons of the 6.5 billion gallon annual allotment of the water permit can be utilized.

In 2014, Carollo Engineers was awarded a contract for the following water system master plan projects:
 
  • WTP-01: Increases the treatment capability of the water treatment plant.
  • ADMIN-01:  Administration building at water treatment plant
  • RES-01: Improves handling and drying of the residuals produced during the treatment process to allow the continued beneficial use of land application.
  • RHB-01: Targeted rehabilitation of the existing water plant facilities.
  • MAIN-03: Adds a transmission water line to deliver the increased water production to the I-35 Water Complex.
  • TANK-02: Construction of a new at-grade water storage tanks at the I-35 Complex.
  • ACSMP: Automation and control systems master plan for the water and wastewater systems to update and integrate all aspects of the supervisory control and data acquisition (SCADA) system.
  • INT-01:  New water intake structure in Arcadia Lake to allow full use of water rights.


This contract amendment will add $4,455,000 to the contract for the following professional services:
 
  • WTP-01: $120,000 for additional value engineering concepts to reduce construction costs.
  • ADMIN-01: $580,000 for construction administration and commissioning.
  • MAIN-03: $520,000 for final design.
  • TANK-02: $50,000 for additional preliminary design to conform to land actually acquired for the project.
  • ACSMP: $80,000 to update ACSMP to include current projects.
  • INT-01:  $3,105,000 for design and bidding phase services.

Immediate upon approval.
