Approval of Amendment 2 to the Agreement with Red Clay Consulting, Inc. for Advanced Metering Infrastructure Consulting.
Background
Red Clay was hired to help us put together our Request for Proposals (RFP) for our initial testing and deployment of services such as Advanced Metering Infrastructure (AMI) and Meter Data Management System (MDMS).  Amendment 1 approved by City Council 8/27/2018, provided for additional services of:

* Facilitate vendor responses (answer RFP questions for posting on RFP portal and assess and summarize RFP responses)
* Facilitate vendor engagement opportunities (web-demos, onsite interviews and presentations, utility site visits) 
* Participate in contract negotiations (vendor SOW and construction of an integrated project plan) through.
* Work with selected vendor(s) to customize the following deliverables: Standard Operating Procedures (SOP) Plan, Knowledge Transfer (KT) Plan, and Staffing Plan to be utilized for future phases .

This amendment reflects an extension of time with no change in the scope of work of Amendment 1.  City Staff is currently participating in contract negotiations with the selected vendors and is continuing to work on the Scope of Works, integrated project plans, standard operating procedures and testing plans. 

Just as a reminder, this initial step of acquiring some additional technology services is not a commitment that we will implement automatic meter reading technology throughout the system. A benefit pursuing this for the City utilities, the AMI system will help reduce system losses and system peak demand. It will allow for reduced operational costs through more efficient utilization of equipment. Other implementation and capital investment decisions will be brought back before the City Council for consideration following the selection and implementation based on the selected vendors

This amendment reflects a change in the Term of the Statement of Work to end June 30, 2019. The original term ended on March 31, 2019 with Amendment 1 of the Agreement of Services approved by City Council 8/27/2018. This Amendment No. 2 reflects an extension of time with no change in the scope of work or costs of Amendment 1.  City Staff is currently participating in contract negotiations with the selected vendors and is continuing to work on the Scope of Works, integrated project plans, standard operating procedures and testing plans. 

 
Recommendations
RedClay Inc. was selected through a RFQ evaluation process  RFQ18-002. Staff recommends City Council approval.
