Notice: The Mayor and members of the City Council will gather prior to the regular meeting in the Planning and Public Works Building, Room #104 beginning at 4:45 p.m. this time for dinner. No City Council business will be discussed or acted upon at this time. This is an informal gathering and members of the public and press are welcome to attend. Meals will only be provided to the City Council and staff.

2.   Approval of the corrected account number for Change Order No. 1 to the Construction Contract with Haskell-Lemon Construction Co for the FY 18-19 Street Overlay Project; $329,893.84.
 
3.   Public Hearing and Consideration of Declaring the Highland Ridge Apartments at 1300 E. Ayers in the City of Edmond as dilapidated, uninhabitable, unsafe, unsanitary and a public nuisance. (This item was continued from the February 11, 2019 City Council Meeting.)
 
4.   Approval of Supplemental Appropriation for Park Tax Fund; $320,000.
 
5.   Consideration of Acceptance of Final Plat for The Wash Factory South Broadway Addition.
 
6.   Discussion and Consideration of Agreement of Compromise and Settlement and Water Purchase Contract with Rural Water, Sewer and Solid Waste Management District No. 1, Logan County, Oklahoma (Logan County Rural Water District).
 
B.   Consideration of Ordinances and Resolutions:
 
1.   Discussion and Possible Action with respect to Resolution No. ________ of the Edmond Public Works Authority (the “Authority”) rescinding Resolution No. 3-19 of the Authority authorizing the issuance of its sales tax and utility system revenue bonds, Series 2019 (the “Bonds”), in one or more series, in the aggregate principal amount of not to exceed $199,000,000; and containing other provisions relating thereto.
 
C.   Approval of Purchases:
 
1.   Approval of Contract Amendment with Kimley Horn for the preparation of construction plans for downtown street lighting; $50,000.
 
2.   Approval for Risk Management Services to renew the Agreement with Cannon Cochran Management Services Inc. (CCMSI) for Third Party Administrative Services (TPA) for the City's Workers' Compensation claims; $35,000.
 
3.   Consideration and Approval for Risk Management Services to continue to utilize The Beckman Company for insurance brokerage services to obtain multiple lines of casualty insurance coverages for the City. The estimated cost for the policies for the upcoming 2019-2020 policy year is $858,000.
 
4.   Approval of Change Order No. 3 to the construction contract with Landmark Construction for Fire Station #2; $50,369 increase.
 
5.   Approval of Amendment 2 to the Agreement with Red Clay Consulting, Inc. for Advanced Metering Infrastructure Consulting.
 
6.   Approval of a Development Agreement with Film Exchange Row, LLC for the Rail Spur Project in Downtown Edmond; $700,000.
 
7.   Acceptance of bid and Approval of Contract for the Police Building Demolition for the City and Resolution No.__________ Appointing Purchasing Agent for the Engineering Department; $191,835.
 
8.   Approval of a correction to Contract Amendment #3 for additional design and observation services for the Historic Museum; $100.
 
9.   Approval of budgeted funds for Operating Expenditures for the Guthrie/Edmond Regional Airport (January 2019); $10,634.15.
