Approval of Contract Amendment with CTC for the preparation of construction plans for Quiet Zone Improvements; $216,257.
Background
The City entered into a contract with CTC in July 2017 to prepare a report and recommendations for establishing a quiet zone in Edmond. CTC has successfully completed that task. The report included proposed improvements at eleven at-grade crossings that would be in compliance with Burlington Northern Santa Fe Railway and the Federal Railroad Administration. The next step is to prepare construction plans for the street improvements at eleven crossings. The majority of the improvements consist of medians that would prevent motorists from crossing the double yellow stripe and driving around the downed gates.
Staff is requesting approval to amend CTC's contract in the amount of $216,257 to include: 
  • Survey and base mapping.
  • Develop Conceptual, Preliminary, and Final construction plans for eleven at grade crossings.
  • Develop specifications for bidding and cost estimates.
  • Provide bid services to include reviews and responding to bidder questions.
  • Quiet Zone submittal to include preparation of “Notice of Intent” to stakeholders, review and provide written responses, Prepare “Notice of Establishment” to stakeholders.
  • Installation of Wayside horn at Coffee Creek to include design, procurement, installation, and testing. Provide training for City maintenance staff.
  • Project Management to include project coordination, status meetings, prepare agenda items, trips to Edmond for meetings, final project inspections, administration, and accounting.
The Public Works Committee approved on February 13, 2019.
Time Frame
Plan preparation will take 6-8 months after a notice to proceed.
Issue
Improvements are needed at each of the eleven crossings in order to be compliant with the Federal Rail Administrations requirements for a quiet zone.
Recommendations
Public Works Committee, Capital Improvement Advisory Board, and staff recommend approval of contract.
