Approval of Project Agreement with the Oklahoma Department of Transportation for Fox Lake Trail Extension and Connection to the Spring Creek Trail; $480,000.
Originally we worked with ODOT on the surfacing of the Fox Lake trail between Fox Lake Lane and 15th Street. The plan included extending the trail from 15th south to the Mercy Pavilion along the I-35 frontage road. Complications developed with right-of-way agreements between ODOT/Federal Highway Administration, so we removed that portion of the trail from the plan so the other work could proceed. That left $70,000 that is applied to this project. Also On-Cue was in the process of building their new station at 15th and I-35, instead of them building the required normal pedestrian width sidewalk adjacent to their facility, we accepted an In Lieu of Payment for $13,813 to construct the wider side path along 15th Street to the I-35 Frontage Road to Mercy.
This project also includes the connection from Fox Lake Lane along the frontage road on the state right-of-way down to the Spring Creek Trail.
The City share of construction funds must be submitted by March 15, 2019.
We believe the project will be in the April ODOT bid letting. We will get a construction timetable following their award of the project.
The total project cost is estimated $550,000. Less $70,000 from the previous grant for a local matching share of $480,000. Since this is being paid for from the Park Tax Fund the In Lieu of Payment of $13,813 will be transferred to the Park Tax Fund to assist in the project expense,
Staff recommends approval of agreement.
